Canada's cultural sovereignty debate has reached a critical inflection point. The first joint review of CUSMA, escalating U.S. trade pressure on Canada's digital platform legislation, and the development of a national Al framework are converging simultaneously. This paper presents IMPACT's independent position on these three issues– and advances two concrete contributions: Equity as a fourth pillar in the national Al strategy, and explicit implementation measures to ensure the Online Streaming Act reaches ACB-led firms.
